i wish my first post back wouldn't have to be so gloomy...neocities is really a lovely place, and it makes me so happy to just log on it again & see everyone's updates. ♥ i hope i can feel safe to use it again someday soon....
Afaik there is no way to keepa site from being publicly viewed on the Internet by anyone. If this person had a Neocities account, you could probably block them.

yes! i completely understand that they could still view my site itself, but they have a username here i'd like to block--i just can't seem to find the block setting, lol~ ;w;
I was just looking for a way to do that. If you go to this person's site profile, there is a "block site" button at the bottom right, just below the TAGS section.
